The League of Women Voters of Greater Dayton, the NAACP Dayton Branch, and the Dayton Bar Association have come together to voice their commitment to democratic values and to celebrate those who stand up for the rule of law.

The Dayton Professional Standards Bureau found that Officers Wayne Hammock and Vincent Carter were following procedure when they arrest Clifford Owensby in September.

James R. Willis said in an interview that the officers involved should have been better trained to understand the limits on their authority.

The local police union says the officers followed procedure during the incident.
