The court clerk in Ohio's largest county is making changes to help recover more than $63 million in court fines, fees and other costs that people failed to pay.

Small business owners are salivating at the prospect Ohio might raise up to $1 billion over five years by hiking taxes on natural gas liquids drillers and using the revenue to pay for a general income tax cut. 

Ohio's U.S. Sen. Sherrod Brown was more than four months late paying a $922 tax bill on his Washington, D.C.,
condo apartment and got slapped with $123 in penalties and interest.

The first-term Democrat, who is running for re-election this year, settled the tax bill last week.

Spokeswoman Meghan Dubyak said Wednesday the senator misplaced the bill and paid it as soon as he found it. She says he's determined not to let it happen again.

Human Events, a conservative magazine and website, first reported the late tax earlier Wednesday.

Cohen reports that the wording will be hashed out next week when the Ohio board ballot meets which could lead to some controversy.
